The question doesn't make sense. It depends on your goal in game that certain builds are better than others, but there is no "best" or "strongest" in an absolut sense. To reach lvl 100 you need another build than if you want to mf farm dried lake or atziri. A build that can clear gorge the fastest can just suck doing atziri etc.
