I got the game running. I am looking at it right now.
I think it's more likely that you are simply mistaken or are using the wrong rune than you are bugged.
I'll check it out later today. Thanks for your help.
Checked your profile (ty for the link btw) and you are using the right rune, so I'm not sure what's going on.
I tested it again by racing with my friend. Both at 25% movement speed. We ran at equal speed and when I used tempest rush I moved significantly faster than him.

Nope, just you. I dropped Alpha's howl and Bringer of Rain in last challenge league. I dropped Carcass Jack in the current league and I don't even play that match and don't play top tier Maps at all. These are top build enabling uniques.
Once again, a blatant lie from a blatant liar.
BoR and Carcass Jack aren't build enablers nor the rarest uniques.

T4 stats: 3355% Health, 800% gold, 800% exp, 75%/119% leg drop rate, 38% infernal machine drop rate
T6 stats: 8590% Health, 1600% gold, 1600% exp, 131%/189% leg drop rate, 50 infernal machine drop rate
So, mobs in T6 have 2,5x more health but don't even double the drops. That's just pure numbers, in addition to that there's more kiting in T6 which further slows you down. Doing T4 gives you way more items than doing T6. Deal with it.
Lets see here... you're saying when monsters have ~doubled health it takes ~double time to farm them? Can't deal with that "math".
Anyway, why am I even discussing this with you, when I know from a first hand that it's not like what you've read somewhere, applied on your double hp > double time logic.
But that's fine anyway, since neither of us can really prove it, but I just dislike very much when people who have zero experience in something are discussing about it.
And what's funny... I've said "harder content gives more loot", then well-read Xav shows up with T4-T6 "math", never mind that there are 7 more difficulties before them, and that even that "math" doesn't prove anything.
Agree to disagree, nothing else.
This is not a matter of opinion, though. Can't really argue against numbers ;) Pretty much the same applies to MF in PoE, you can run 300 IIR and get less loot than someone who has 100 IIR but more than triples your kill speed.
Maybe you can back up your first-hand experience with some numbers to show me how farming T6 gets you more items than T4?
GGG banning all political discussion shortly after getting acquired by China is a weird coincidence.

Um, those two are build enablers.
They are perfect examples of build enablers lol
Bringer lets you have a 7-link which is it's own unique build, and Carcass let's you get to another level of AoE which is required for some builds.

There nothing close to the level of these items in D3 so no surprise he's having trouble to comprehend what build enabling unique is.

You called me liar two times before in this thread for my opinions and subjective experience on D3. Now I will do you same with you. It's only natural to treat people like you with the same medicine you use yourself.
There have been so many lies from your side of the argument that I do not recall the specifics, please quote it for me.

As far as I know Chris didn't name what uniques exactly are in "super rare" category, he just named a few. Your argument is that if I didn't drop Kaoms or Shavs than PoE doesn't drop uniques. That's a bullshit lie and I called you out on that.
You don't know what category BoR and AH is. These uniques enables my builds and I needed exactly them, not Kaoms or Shavs, and I dropped them, contrary to your blatant lies.
One more thing to mention is that PoE has an economy and can't drop top uniques in 1 hour of play. It will ruin the economy and has to be moderated. D3 has no economy and can drop legs more often. But to say that in PoE uniques do not drop is just a bullshit and I have personal experience to prove it.
Hyperboles are not lies. The fact is that the drop rates are significantly higher in D3 so if you feel that the drop rates are holding you back from progressing(as the dude did) in D3 you will have an extremely bad time in PoE unless you trade.
You have gotten 2 semi rare items from how many hours of play? I see you have two 80+ characters. You can't even begin to compare that to D3 where you will get 2 comparable items a day, easily.

So you don't remember what I wrote but confirm it was a lie anyway. Nice job.
I will report you for trolling and hate provocation, thanks for showing us your true face.

One more lie. I've played my 70 wizard for 2 weeks on and off, all I've got is a tal rasha chest set piece and a set bonus requirement ring from bounties.
