Even if a win wasn't guaranteed, you are still paying for an increased amount of chances towards "winning", which is an advantage, even if said player didn't win anything. Give everyone a lotto ticket but they can buy more if they wish sort of deal.
However progression isn't limited by hitting that big item drop either. Which has been proven time after time and the comparison made is always towards BiS items not dropping when progress can be made with bottom tier gear.
Does RNG not dictate every roll at a "win" is done in a vacuum of its own?
If indeed the chances at a win where increased over time or currency spend, there would be no RNG issue to begin with imo.
(i made a threat about infinite time vs RNG some days ago, this talks about this subject. Rng is perfectly viable and pleasant given an infinite amount of time. However in PoE there is no such thing, the only thing that comes close are standard league and hardcore)
I do agree with your second statement, the game is very much viable and possible with mid-tier items and i am perfectly fine/capable of enjoying/completing it that way.

I think more 'convenient' would be to let us select a base Item in the shop and with every click that costs X $ it gets chanced. So you don't really pay for a unique, just for the chance of getting it. So player A may pay 20 $ for Unique YZ and player B pays 40$. Totally not pay to win.

Not really, his suggestion is more along the lines of selling chance orbs and scourings in the shop rather than the item itself. I get what his point of the argument/suggestion is which eventually leads up to your example.
There has to be a defined level of convenience added in order to "set the bar" for p2w. Where that bar lies, I don't think anyone knows, but most can probably agree Garena selling character respecs is over or at least AT that bar.
Selling Chaos in the shop giving you item rolls only limited by the size of your wallet would be far over that convenience bar into p2w territory. The time saved by a rich person would be too great to exclaim it wasn't p2w. When compared to doing the chaos recipe.
Personally I thought selling stash tabs was setting the convenience bar in terms of p2w and anything else added for convenience would be to a lesser degree.
