The point of the op is that even having 500000000000 chaos orbs does not mean one can successfully utilize them.

1 chaos orb on a ilevel 80 item can create a top-tier mirror worthy item.

500000000000 chaos orbs on a ilevel 80 item can create nothing as well.

Some people seem to fail at understanding what the OP is implying.

Simply put, currency does not equal having BiS gear or even attaining it ever. As such his statement is correct. Buying chaos orbs from the shop would not equal pay-to-win.
Since there is no guaranteed win.

That is going from the assumption one can actually "win" a pve based arpg where time investment and the underlying grind to lvl 100 is much more valuable to equate a "win" in PoE.

Chaos orbs from shop =/= reduced time investment.

note : i don't agree with the OP, but i understand his concerns and underlying point.

RNG dictates this is not pay-to-win since you are not directly buying a top-tier rolled weapon to give in-game benefits.

Edit : was a funny read do inex, and laughed pretty hard with the failed comprehension of a lot of old-timers. However it is in GGG's best interest to not implemented this simply because of this failed comprehension.
