Can't unlock inner citadels post 3.9.0c Hotfix 3

I am having the same issue in standard. 3 of my 4 inner watchtowers are not spawning.

-What league is this occurring in?
Standard SC
-Does the tier of the map you'r running match what's on the Atlas?
Yes
-Are you using Legacy maps?
No
-Are you running Master Missions?
I tried both and neither worked.

not on the maps I am trying to find citadel in


16 watchstones, 17th spawned but cant obtain 3 of the inner citadels

This seems to be fixable in every non-hc league as long as your first character is stil alive, if anyone managed to fix it in hc after his first character died let us know, thanks

Yeah, but not helping.

My Tiran's End, Lex Proxima, Valdo's Rest are not spawning citadels. I only progressed to the other outside ones and somehow two of the inner ones. Not sure how to get on these three. I had a character that had died earlier while running early maps, not sure if I ran these three regions though. Please fix!!!

Had a character that died early mapping.
Now impossible to unlock citadels. Only got Lex proxima and the 4 outer ones.

Here is what happend. I used a legacy Tier 16 to unlock the Atlas, then ran a Tier 4 pit (outer Region) map i got from converting some of my old maps. So my first citadel was in an outer region. After that i went to a different outer region, again without progressing through the inner one, using converted maps and defeated the Elderslayer there. I think i proceeded like this with 1 or 2 other slayers before i even attempted to find the citadels on the inner regions but it didn't work. By now i have 16 watchstones socketed in all outer regions but the inner ones don't have citadels and no matter how many Tier 3 Maps i run nothing pops up.

Ran every single map of all the inner regions missing watchtowers and no luck, it's my 2nd character, first one died.

Tried both

First character unlocked Tirn's citadel and did 1-2 maps in the other 3 regions prior to dying. Second character was able to unlock all outer citadels, but is unable to spawn them in the other 3 inner regions.
