Can't unlock inner citadels post 3.9.0c Hotfix 3

It seem just RNG, keep switching map in the same region. I unlocked it after playing at least once for almost all map of that region

had two watch towers not spawn after i rerolled. logged back into first characters and was able to unlock the watchtowers(thanks to this thread), however i cannot get influence to spawn on those areas, even after 20+ maps.
its not a the idea of simply run more maps, on any other area i can proc influence right away. they will not spawn on the zones i had to log back into my first character to get.

check the left tray. It would said it requires to insert X number of Stones into the region citadel alter, and then RNG on grinding different map to meet Exile

The info that i could gather from me and 2 of my friends that have the same issue , is that for all of us we unlocked our corner maps first , died on the character that we had initial progress with somewhere around the first day , and from that point onward we could not get any inner citadels to spawm. We suspect that the required zana spawning citadels/quest is tied to the character you progressed initially , which in case of hardcore died ( this ties in with reports of other people who fixed their issue of by rerruning on their initial characters - however this is impossible on hardcore )
We try every so often to run various/multiple different maps in the inner region to no success.

I found my last missing exile magically influenced on the atlas when I came back from work, and it was definitely not there yesterday. I assume the devs were able to reset my atlas after my bug report, and then alt trick worked for me.

Since I am in standard I decided to test a number of issues people reported, including not being able influence their newly unlocked inner regions, a solution which is outlined below.

I don't think this is how the devs intended the inner influence to work, it's grindy and not explained. You need to fully socket your new inner citadels and run T14-16s to spawn exiles. Very anti-progress because there's no way to get red map drops from those regions before socketing. From the tray description, it sounds like you need 4 watchstones socketed anywhere on the atlas, not the specific region you want to influence.



Ways to make above less unbearable:
- Trade for the inner region T14-16 maps
- Spam Zana missions and hope she sells ones you need
- For SSF, fully socket a region that you have T14-16s unlocked, fully socket the rest of your newly unlocked citadels. Farm your T14-16 outer region and hope you get a T14-16 drop for your inner regions

(Note to players: I have tested with many maps, right now your map tier has to match what is on the atlas. A T14 Primordial Blocks will not progress influence if your atlas's is T16. We really need Map Stash QoL if the influence mechanic stays this way.)

Same issue with me, can't get Tirn's End citadel to spawn, all maps completed in that region, have tried doing some maps again after completing, citadel is not spawning.

Also died on my first character while I haven't finished unlocking all citadels. That is most likely the cause, maybe quest progress is somehow tied to your character?
