I have unlocked 8 watchstones so far - only outer regions. And I'm trying to get Conqueror in the inner region (no watchstones so far). Which watchstones and sockets are your refering to in this case?
Discover the Alter by keep playing map in inner region.
In your case your tray probably said you need 2 to 3 Watchstones socketed for that inner region. Unplug Stones from outer region to do so.

This has resolved for me. In the end I socketed my 4 watchstones in the region where the panel on the left side glowed (i.e. the region they dropped in), and re-ran several BLUE maps with no master missions, league mods, scarabs, etc. Hopefully this might be of some help.

Yes, just got an exile on one of the regions I just unlocked earlier today (Tirn's End). A zone that I also couldn't spawn the citadel on before. So everything seems to work for me now.
Btw to be clear, the "atlas-state" I was talking about I had the exile boss encounter active on one of the corner zones. So I had talked to Kirac and got the boss citadel icon on the atlas, but hadn't talked to Zana yet. But again, not sure if that's actually what made things work, but it seemed to do the trick for me at least : )

I get "Pursue X person" but zana and kirac have nothing to say to me after the map and no option to open portal to citadels.

Auto, I put in 1 watchstone and it spawned immediately after first map. But I've only spawned 1 exile on the inner zones so far, after the bug that is. But that one worked fine.

In the interim, logging out/in and then swapping hideouts did it for me. I ran maps without master mission, if that matters.

I'am still stuck with my watchtowers and its kinda boring getting white maps from the red maps ... so i really tried to farm the white maps to get more watchtower... dindt work out.
