Yeah, but not helping.
My Tiran's End, Lex Proxima, Valdo's Rest are not spawning citadels. I only progressed to the other outside ones and somehow two of the inner ones. Not sure how to get on these three. I had a character that had died earlier while running early maps, not sure if I ran these three regions though. Please fix!!!
Update:
I ran Primordial Pool and Belfry and got the citadels in these regions

Guys, i have same problem with watchtowers(Valdo's Rest, Lex Proxima, Tirn's End)
After much tries i found solution.
U need dismiss Zana from HO and put it again.
I run white maps (Mud Geyser, Arsenal, Waterways) without master missions and opened all watchtowers within 5 mins.

@morningsaf: thanks for your suggestion! When all other suggestions and even patch failed, your suggestion finally got me to spawn the inner citadels!
@gong911: Zana in your hideout is a "decoration". Edit your hideout --> Open the decorations panel --> Mouse-over the Zana in the panel and click "dismiss". After that i exited the game to be sure and through the same method re-added her. First of each corresponding (t3/t4) map from the 4 inner regions i ran after that (no master missions or zana mods) i got the portal to spawn after killing the map boss.

I had this problem to. With Valdo's rest.
Somehow it solved itself. I ran maps to unlock stones in other regions that had citadels. When running a map outside of Valdo's rest it suddenly triggered the unlock. I was very suprised since I did avoid this region to save the maps for when the issue was fixed... I did switch the hideout to try this method out without results. It was a pretty lengty time after that it suddenly unlocked somehow.

Oh my god, u are a genius. Also solved my Problem. Had 2 Watchtowers missing from the inner regions. couldn't fix it myself, even tho i could farm 30 watchstones. This needs to be highlighted for every1 else having the same issue. Give this man a medal!

- Relogged
- Dropped her back on her spot
- Ran 2 appropriate Maps
- Profit

I have a question about migrate all for ssf/private leagues.
If I migrate my character and all my valuable items to metamorph and then restart there with a fresh atlas will I be able to migrate my atlas from the private league later on when you guys fix migrate all?
