Heck there was a time when players used bugs to quickly swap out items in trade windows (before you added the mouse over protections and cooldowns), and you didn't punish those scammers either. In fact I'm pretty sure GGG allowed some of them to change their account names.

I can accept that polices change (I've been on the side of punishing/disincentivizing really negative player behavior that leads to a toxic gameplay environment), but we need clear rules.

Edit (another example): cross-realm trade scams (HC to SC trades) - have always been at our own risk. There have been innumerable cross realm trade scams that GGG hasn't punished.

By not ever punishing those scammers, and by explicitly stating the bolded line, you're sending a mixed message now by saying scamming can get you banned. Again, fundamentally, the standard to hardcore trading scams are identical to what the OP did with fake cardio deal finder fees.
Never underestimate what the mod community can do for PoE if you sell an offline client.

that right there is the worst, because we've seen countless times on reddit huge posts how GGG goes out of their way to protect PROVEN known scammers, name changes, moving characters, transfering mtxs/support packs, removing posts about them literally instantly on the forums, and now out of the fucking blue moon they come out saying "they always permanently banned players for scamming" lol you wat mate?
And everything on reddit is true right?
Listen.. i come from the days of ultima online,where the world was ruthless and you could pull scams that dwarf anything you can find in this game. But scamming for 7 hours straight is different, scamming on occasion or if the situation presents itself is one thing... but spending 7 hours in one sitting scamming is ban worthy imo. All you are doing at that point is full time trolling. 30 day ban or more

Ok mine wan't cross league - and those arguing the but you did it for 7hours *gasp*shock*horror just to be clear your saying I can scam but it has to be infrequent enough to fly under the radar? When chris already has confirmed scamming is not actionable.
