Regardind the Standard League and the Hardcore league

Meaning of words heavyly depends on the context... active as forums user can mean you have posted ONCE, way back in the past. But a sleeping volcanoe is NOT taken as active without any notable rumouring. And an active player can NOT be someone who is NOT in the game at all; and I really dont assume this measurement of activity is based on a monthly or even longer period. I read it: some 10k of players are online simultaneous daily, summing up in 100k+ per day and some 100k that are online each week.

Chris said on release the player base was slightly higher than 70k he predicted.. so 1.6m is quite a leap lol

As it stands right now, you're looking at maybe 50k active players maximum, most likely more around 25-30k.

Here's a thread, with 32 pages, and (accorording to me) somewhere inside someone throws out a number of 1.6 million.
