though i mainly search pathofexile.com for news since poe is only game i play besides occasional hearthstone action and ill watch some trailers for upcoming games (dark souls 2 and
ESO to name a couple)
POE 2 hype.
I personally mostly get my information from forums of the games i play, main important sites used when i play a game, such as wowhead or mmo-champion back in the days of wow, or simply from hearsay. Maybe target all games that attract ARPG players and spread the word to their sites and sub-sites that players use daily.
I am the light of the morning and the shadow on the wall, I am nothing and I am all.
I mostly get my gaming news from Youtubers and the Co-Optional Podcast.
But I can't watch videos at work, so I browse Rock Paper Shotgun, Giant Bomb and The Escapist.

I get my gaming news mostly from youtube and giantbomb.

As for ideas.

Having some of the community members start discussions about the game on other websites they've been apart of for a relatively long time might be good.

There are already numerous people who play the game on twitch, and upload videos on youtube. Unfortunately most of them don't have many followers and the videos never reach high enough numbers. Having some well known people who have an audience that has an interest in ARPGs showcase the game wouldn't be bad. I know totalbiscuit tried it in closed beta. Perhaps you could ask him to show the game again now that it's officially released.

About a specific site to advertise on. I'd honestly suggest http://www.giantbomb.com/. I remember seeing the advertisements there some time ago (during open beta iirc). It's what got me to play the game, but with a site like Giantbomb, simply putting up advertisement isn't the best way to do it.
Approaching the giantbomb crew for a review or a quicklook or both is the way to go.

Upload videos on youtube that don't just show the new cosmetic items. I hope you have something special planned for the whole sacrifice of the vaal thing. Because that youtube channel is in a pretty sad state from a marketing perspective.

Twitch streamers and YouTubers are a massively under-used resource. These people are 'trendsetters' and they expose their viewership to games and more importantly game-play that people might otherwise have been hesitant to try and experience themselves.

i heard about PoE on the D3 forums. that wouldn't have been enough on its own though. i find it really hard to get into new games, since I get so invested in them. a lot of people get over that barrier because someone they trust plays. in my case, it was the build of the week videos. i would keep hyping those, because it's the best way to really show people the potential of this game. i wouldn't have been interested otherwise.

a tweet from felicia day or wil wheaton wouldn't hurt either.
