whether or not they actually pay you, it's still basically a scam. if you calculate the average number of exalts required to get a given mod, it will always be far more than they're offering as a "prize." same goes for 6 socket fusing lotteries. it takes an average of over 900 fusings to hit 6 socket, and people offer like 100 fusings worth of exalted in return.
its just common sense: if people are arranging some kind of non-standard, murky payment for something, there's a reason for it. and that reason is almost always going to be to their benefit, at your expense.

That's not really true though. If you give someone five fusings for a 6L lottery attempt, even if they link you the result after each fusing attempt, there's nothing to stop them from using an eternal orb when a fusing hits the 6L, continuing to use a few fusings they already had to finish off your attempts, and then recall the stored version of the item in the eternal. Granted, they're out an eternal, but I've never seen a lottery draw any attention that didn't use a buttload of exalts as the lure.

Even if they don't scam, it's a ridiculous steal. What's even worse than players are doing it, is the fact that GGG condones and pretty much encourages people to do so.
The whole crafting system is designed to be a big lottery, everybody knows this (or at least should) so can GGG ban or even discourage people from holding lotteries? No. People are using the system GGG designed it to be used as, so how can they punish people for that?
The worst I've seen so far, which apparently had people participating, was the "Chance my voltaxic, win 7 exalts". I haven't seen any being sold, but I assume the price being 30ex+
Basically, even if the lowlife who was holding the lottery wasn't scamming, he'd make much more when he sold the damn thing.
The only way for this to stop, is if GGG wants people to stop using their lottery system, or if GGG reworks their lottery system, or as they call it, the "crafting" system.

Lotteries that have high payouts are more likely to be bogus.
