Good luck getting GGG to change... anything.
They don't make their games with the playerbase in mind. They make them with an obsession to make sure players play the game they way THEY want them to be played...
Fun is secondary.
Until their devs actually experience the issues themselves. Which is exactly what happened for trade to be implemented.
It could genuinely be a really, really good game if they'd fix some of the issues.
The problem is: They defend them instead of fixing them.

XP penalty has never been an issue for PoE1, so its unlikely they will change it for PoE2.

Dunno, I don't mind graphics personally being outdated in a game if it's a GOOD game. I quit POE 1 because you don't get to that point like in D4 where you're like "ok, I was able to do everything I wanted to do in this season".
In POE 1 it was always "screw this, I quit" because you hit a wall of non-progression and quit out of frustration because you simply couldn't progress anymore due to exp penalties.

If you are at that level where xp penalties really start to matter, then you must know how little 'progression' you achieve from the last 5 or 6 passive points.
Level 100 is only a completionist goal, there is no practical reason for doing so. It's the equivalent of equipping 4 GA items in every slot on a D4 character - there is no reason for doing so except bragging rights.
You can clear all the content in the game by level 90-95. If you can't, then getting to level 100 won't let you do that either.

It's still a goal and people shouldn't be prevented from reaching it due to poor decision making by the developer.
It's a "game" which is supposed to be "fun" and goals should be achievable in a "game".

I think people have lost sight of that in their divided thinking and gatekeeping.
Plus, dying once (assuming exp penalty applies) at any level represents a loss of time, effort and progress. That's simply not something someone expects in a "fun" "game".

If it really doesn't matter for character power/effectiveness, then let players have those last 5 or so levels.
If level 95 is the actual practical maximum then let the last 5 points be Ascendency points or something.
