yea, this change is about the only thing i very much dislike from the patchnotes.
they are essentially locking atlas upgrades behind a 'completed all endgame content' requirement having a tier14-16 atlas in the past was a chore, but it was possible for basically everyone that put the time into it. if im going to play an off-meta build, this change essentially means 'pay for carries' or i cant even use sextants. It sounds like until you kill Maven it'll be significantly worse, and once you kill Maven it'll still probably be slightly worse than the watchstone system in terms of t16 map variety. Unless you're one of the tiny handful of people that kill the new aspirational bosses and then still stick around and run a significant amount of maps afterwards, then the new system is an overall nerf to the variety of maps you'll be able to run.

So maven becomes a wall during progression. Personally i can kill her if have enough dps during phase-3, which is most annoying part with many stupid mechanics.
