Same problem here, live in Brasilia and been having this issue since yesterday.
So sad, when I finally got some day off from work I couldn't play because of server issues.
My day is ruined and my disappointment is immeasurable.

you can install no ping for free for 7 days, it fixed for me, giving IBM/GGG some time to fix it

yeah because it reroutes their trafic meaning it's an ISP routing issue.
However looks a bit more expensive then NordVPN as far as I can see.....

I tried the NoPing "solution", but unfortunately didn't work for me. The ping is still at a ~150ms rate, even with ExitLag or NoPing.
But I'm pretty sure it's an ISP problem (NET) because I tried with another ISP (TIM) by Wi-Fi (tethering from my phone) and, even using a crap Wi-Fi USB adapter, the ping with TIM it's ~60ms
