Pay2Win means buying gameplay advantage with real money. Currently, this definition fits to all buyable stash tabs.
To me, it's true that Path of Exile is somewhere dull as F if the developers won't enable low-percentage drops of their never ending shop items. But it's their design decision of this game, and we have to see how or if they will develop it by and post the 2.0 update. Furthermore, I don't deny that things like the implementation of playable opposite genders didn't cost money or wouldn't be in need of effort, passion and care. However, just because it stays "cosmetic" doesn't make it automatically okay to hide these features behind paywalls. Since the core of an RPG is to realize a personal character phantasy and the core of Path of Exile (an aRPG) is loot, I consider even a strict cosmetic system a cut element of this game. Also, as many players and developers have defended mostly rightfully, you don't need to open up the itemshop (as long you're not addicted - the downside of every microtransaction model). No matter your background, you can just play Path of Exile. Therefore, I assume not few of these purchases which had been and will be made are a "Thank you!" from player to developer, sometimes in ridiculous proportion. I hope a "Thank You!" comes back in around an equal scale, not solely by a possible 2.0 competition survival plan or factually selling your entire company and everything you built up to a dictator state in the year 2018 or selling it all in general. I feel this game is great and I love the progression or at least the potential and I hope when I open it up I won't see restricted features that will bother me to such an extend I would even yearn for crap like Diablo 3 / Diablo 4 by a company or people I disregard with all my gut and heart but who may possibly achieve decent monetization in the end.
