Had about the same feeling playing out of Germany. Than i decided to check out what happens if i VPN over Netherlands and get on Amsterdam Realm. Effect? Game changed from 3-4 fps with monster lags to 60fps...

I would really advice you to try out some unconventional solutions. I don't know why this happens but it's not the game i guess ;)
