2 points got my attention:
1) Some Radeon R9 200, Radeon R9 300 and Radeon R9 Fury series graphics products may experience instability with a limited number of DirectX®9 or DirectX®11 games when using a high refresh rate 120hz+ display. A workaround if you are experiencing this issue is to lower your displays refresh rate.
2) Factory Reset install may keep previously configured Radeon Software game profiles. This can cause mismatch between global graphics settings and per profile settings.
Due to that I discovered that all those global setting you pick, they don't mean shit. (If you have played the game before)
The godamned drivers thing picks whatever it is in the Gaming tab under the profile for POE.
In my case some options were different. One of then was:
Wait for Vertical refresh. Instead of "Off, unless application specifies" it was set to "Always Off". Which means it was ignoring VSYNC all along. (60hz/60 fps vsync was being ignored)
I removed the POE profile from the gaming tab by right clicking.
Updated the drivers. Restarted PC. Started POE and closed, the profile appeared correctly on AMD Catalyst.
I just tried Riverways and got no crash. I hope this is it.
Or the driver update fixed it or correcting the game profile to respect VSYNC (Wait for Vertical Refresh on the Gaming tab under POE) did it.
TLDR:
- Updated to 19.12.3 drivers
- Discovered AMD Drivers uses the options from the POE Profile under gaming tab and your Global options can be mismatched.
- Remove the POE profile from the gaming Tab to regenerate it.
- Confirm that "Wait for Vertical Sync" is "Off, unless application specifies" if you're using Vsync. (I am)
- You also might need to limit game FPS. In my case 60fps seems to be working now.

Someone should tell AMD that proper solution has following steps:
1) Update driver.
2) there is no step 2
Performance
On initial startup, the game will be really choppy, but it will wear off once the cache is built. Basically every time you would see some new effect/skill/location/mts for the first time, you can expect fps drop, next encounter with such effect will no longer will be choppy.
Quick question, does the cache get rebuilt every session, so for someone like me who plays 30 minutes at a time it would never really get better? Or is it that we play, stutter every time we encounter something new then it will be fine for the rest of the season once we've seen everything? My assumption is that cache is not persistent thus needs to be rebuilt after every restart?
If you are using the cache enabled (default option), the cache is saved, so restarting the game will not make you start from scratch. (it is persistent)
If you use cache disabled option, then it is regenerated each time you start the game.
If you have furhter question about the workaround, please post them here, so we have those on one place.
i can confirm that the workaround solved my problems so far for the past 3 hours, though i am extra careful and spawn myself Tane to check what else is needed and am only picking up organs that are dropped by rares or uniques.
game is a bit choppy indeed but my rig can handle the freezes and am not having problems.

Glad to hear that :) You can also drop the cautiousness, I picked up every single part I found and during Act 1-7 I did not had single crash.

new amd drivers out today so i fired up poe and ran some maps picking up every part that dropped. first time tane spawn the game hiccuped a little but i spawned the boss and killed it, game hiccuped when it died too. proceeded to run a few more maps doing the league mechanic every time. no crashing for almost an hour and then it happened again as soon as tane and the device spawned automatically the game crashed black screen had to hard restart the pc :[
Downloaded the 19.12.3 driver logged into poe i killed and picked up the league things in the prison and everything was ok until i went back to town talked to Navali for a prophecy and then the game froze for a moment and then a black screen occured. Lost HDMI signal and had to reboot the pc.

Yeah, I was kinda expecting the drivers would not work 100%.
I've updates as well to see how the vulkan workaround would react... Well, it still works, but the cache I was building whole day to eliminate fps drops is gon. oh well, at least now I know that the shaders are saved with drivers assistance and deleted upon graphic driver change :/
