I assume it is referring to the fact that there are some Relics that are actually worse than their current versions, but because they are "foils" they will have an inherent value that the regular version of the item does not have.

Peoples who thinks that the key will not be as rare as an exalt... Think again.
I have found over 100 exalts in my 4 years of gaming. I found a single Kaoms.
Let's say that theres 100 possible legacy relics. If the key had the same rarity as an exalt that would mean that there would be just as much legacy kaoms as regular kaoms in the legacy league.
Which means many thousands of them created during the league. That, imo, would be ridiculous and a big slap in the face of the actual old school legacy owners.

I keep my 60 tabs very organized every league, each one serves a purpose, and usually do not even use a few of them. IN fact i could not even fathom trying to stick to 10 tabs, there is no way to truly organize everything into such small space, hell i use 10 just for trading every league, LOL

again, people are forgetting that relics arent all S tier uniques, there are going to be a lot in there that people consider to be trash, things like Prism guard etc. Not actual bad items, but not valuable.
Most players get 1-2 exalts during the full season (as drops). there is no way they will make a major league mechanic that rare, it would be a complete waste of time. Getting the S rank relics out of the keys though, yes that will be very rare.
On the flip side, regular S rank versions of those uniques will be cheaper than normal since everybody will want the buffed versions. actual supply wont matter for this, its the perception of whats out there which will heavily influence demand.

Well, Exalted Orbs nowadays are not that rare honestly. I don't play much and still find 1-2 each day. They obviously buffed Exalted orbs droprate this League.
