Scorching Ray Skill Gem Mechanics

For all totemists here - give a little think about this skill targeting with current AI.
Target closest enemy - turn to the next closest enemy (which can be like 180 degrees from previous) - target next again... Considering that turnrate is dependent upon cast speed (and we all know that totems don't really shine here with their cast speed debuff) we'll need to see the real turnrate after release. But I have pessimistic feelings.
And as already have been mentioned few times selfcast seemd very fragile without leech and with all cons of standing still. Soul strike +3 bow ES-build seems possible but still...

Well, already worthless as a main clearing skill. All you can probably do with this is drop it as a totem on bosses to strip fire resistance while you fireball away.
Ugh. The fire res debuff has to be massive. Don't forget it's a DoT. So no fire pen and no inquisitor. No on hit stuff either. Equilibrium though.

You can't leech with DoT though. So it'll be stronger than incinerate but will offer no survivability at all. You'll be even more of a sitting duck than SRS, because you're a lot more motivated to keep your attack going instead of running away and firing again for a short time from a safe distance.

The only real advantage this skill has is being unreflectable.

Burning double dips in elemental damage, is this skill the case? maybe thats why everyone buying

Double dip won't be the case. There won't be initial hit as it is for Flameblast of Fireball ignite builds.

Ele Focus will work.

This skill will be most likely a candidate for 3L or 4L with something like

Elemental Focus + Faster Casting + Controled Destruction

I am skeptical with any use of Spell Echo, Rapid Decay (guess no duration, unless it will get the channeling support), no additive dmg gems, no knockback, no fire pen, no aoe, no projectile. From support gems view, unless there will be a new class of support gems, it will be very limited.

3.13 was the golden age.
For me the links for this would be:

Scorching Ray + Elemental Focus + Faster Casting + Controlled Destruction + Inc Burning and either Rapid Decay or Inc/Less Duration gem depending on how effective duration modifiers are.

and ofc lvl 4 Empower and/or Item Rarity and/or Iron Will for a strength build.
