Without further complicating, I find that the reason why PoE cannot be considered as hardcore.
It's a "pussy play" which is a product of the game's engine.

PoE has such an immense potential.

You can play Torment 1 and find everything.
You can play normal and experience all the content barring set items...

I think talking about whether or not something is hardcore is simply downright silly, especially in regards to PoE and D3.

Everything is hardcore if you nolife it, PoE and D3 included. But neither are defined by it.

Central to PoE is the skill tree and the skill gems, that's what absolutely everything in the game centers on. It's a complicated thing to be certain but it's by no means hardcore. You don't need extensive investment in PoE to get a basic grasp on those things. PoE is defined by these things, it makes it a complex game but not a hardcore game. It makes it to aRPGs what 4x games are to strategy, it's the thoughtful game of the genre, not the hardcore one.

Central to D3, in my admittedly short impression thus far, are legendaries and more frantic combat. It's quick and simple but still great fun. Most certainly not hardcore. It makes it to aRPGs what MOBAs are to strategy, it's the action-packed game of the genre, again not the hardcore one.

For an example of a game defined by it's hardcore nature I'd sooner look at say EvE Online, a game defined by it's corporations, alliances, politics and massive fleet battles. All things that absolutely require a serious investment into the game.

You can play what PoE is all about without serious investment. You can play what D3 is all about without serious investment. You can not play what EvE is all about without serious investment.
