High latency in some zones

Hi guys, just to say that I have done two things and it has been solved after a week with these problems, I don't know which one it is but I guess it's the second one.
First is disabling energy efficient ethernet, and second using a VPN, in my case exit lag, it has poe servers for choosing etc.

Latency skyrockets in the middle of the map (1000+ ms), starts doing cyclical fluctuations from 300 ms to 1500 ms, then goes back to normal (40 ms) when he goes back to his portal.

I have the exact same issue since yesterday (Texas and Washington servers).

Never happened before.

Everything was fine until this morning. Game is unplayable now.

A guild mate told me to switch your hideout...i switched and now i can play maps again. I don't understand but it works.

This issue only in maps or acts? I never see this in heist or delve. Scorge mechanic related maybe
When go to portal in map - pathofexile.exe start downloading more then 1gb data.
