I actually fixed it for myself by connecting to a VPN. I set it to a Sydney server and my ping is roughly the same as it is outside of peak hours, but without those massive spikes that used to last up to 20 seconds.

Use a different DNS server/VPN in between you and PoE.
DNS options (free):
CloudFlare: 1.1.1.1 & 1.0.0.1 Google: 8.8.8.8 & 8.8.8.44 These two are known, reliable and the most popular options. The guide's linked below for Quad9 will work with any DNS server, of course just use the DNS server in place of their own. Quad9: 9.9.9.9 & 149.112.112.112 Prides itself in security as well as reliably fast. Has guides for Mac and Windows setups.
