Betsy DeVos just got confirmed as education secretary. Senate was split 50:50 so Pence decided in favor of her. While I'm enjoying the butthurt I feel DeVos is not qualified for the job. McCain is a cuck.

This is certainly a plan of terrorism against civilians. In the most technical sense, it's a plan of terrorism against American civilians; technically, America is a pair of continents. It is not clearly a plan of terrorism against US citizens, as "refugees" would presumably refer to immigrants not yet granted citizenship, not to former refugees. However, I would consider terrorism (even nonlethal terrorism) against non-citizen legal immigrants on United States soil to nevertheless qualify as terrorism against US civilians.
