i wouldnt directly say that if the aoe hits the 21 ash is better BUT is still have to see how much the 2% increase gives exactly but the 21 ice is for sure better

i dont know if you posted it in this forum some where but what is barrage used for? im assuming just to recharge flask if needed?

for maximal dps u need 21/20 ICE + 20/23 ASH

2% increase is in the middle between 20/20 and 21/20 when I tested it with 20/23 Ice

barrage is for singel target mana cost extremly low and does around 100k dps with each projectile thats 100x4=400k and it wont kll you on reflect thats why barrage is pretty awesome small hits but many ( i heard people saying it does lowdmg will be better with
