I couldnt find anything regarding Alpha Howls nerf. Is it speculations. I would like to know his references and resources used to obtain this info

It's probably true based on historical actions. Fact of the matter is that POE has the exact opposite of power creep ( identified in manifesto ). Instead of items dropping and characters progressing, by design the good items hardly ever drop and what already did drop is lowered in power at start of next league (nerfs ). So in effect new characters are always weaker than last releases characters unless you can trade for legacy items. To avoid this situation you have 1 option if you are a new player..... play the new leagues every time. Or I suppose new players can go into the dumpster leagues and marvel at how us old time players can carry a 6 man party with ease in a 79 vaal temple map.

I dont consider CoE or Alpha Howls to be OP. In order to make CoE work u need to use Shav and crit dagger, which are both extremely expensive.
Alpha Howls i find it ok. Not close to being over power. I have yet to see a build have Alpha Howls beat uber atziri.

What makes CoE + Shavs so OP is ST. they really fucked up here. They get all the advantages with no disadvantages. If daggers couldnt use ST it would be a different stroy

That's not true at all. It requires neither to work, it's the unique that made lowlife builds insane in the first place.

Honestly CoE is the #1 most OP unique in the game, even if lowlife didn't exist. I explained why 3 pages ago so not going to repeat that.

Shavs itself is not OP, it's just a gateway to many separate bonuses such as pain attunement(which enhances attack builds due to CoE), bloodrage IAS bonus(which is overpowered in lowlife since it requires no regen investment and exceeds FA support gem).

With crown of eyes + an amulet and shield with no passive changes you can get (with any non caster build) extra damage that was otherwise unavailable.

That's incredibly OP. There isn't a reason to use anything else.

For reference, on CI crit dagger I was gaining more dps with a coe, amulet, shield than equipping an abyssus. That isn't even mentioning the relatively decent ES that coe provides.
