I wouldn't go that far, but Standard still is the most played league, so its also the most important one for balancing. Unfortunatly due to legacy items it is also the most broken league.

I doubt that they are actively aiming to make new legacy-items considering the problems the old ones already create. And yes CoE is nice for a CI-Build, but thats it. It is by far less broken than on a Lowlife-Build and propably in the right state given its rarity. Also a lot of things they can tune down would affect CI builds too. Toning down Bloodrage seems really reasonable it reduces its effectiveness for CI-Builds which pay no price for it anyway.

Like Mjölnir with a internal CD on casts and CoE with hitting the parts around it are both nerfable without creating legacies. The same goes for Alphas Howl by simply reducing the impact of Auras and with Lowlife-Builds exspecially with PG you don't even need Alphas Howl. I could imagine hitting Auras and pushing Alpahs Howl even more towards an Aura-Supportitem by removing Freeze-Immunity and adding more benefits for Auras.

Removing the Attackspeed-Boost on Low-Life for Bloodrage and halfing the amount of Life-Leech would most likely already hit Low-Lifebuilds. And although CoE wasn't exactly a good idea in the first place they basically have to change the mod it has, which wouldn't create a legacy either, since it is a fixed mod and not one with a numeric value. So they either have to keep an old mod up which isn't used anymore just to make a legacy CoE or just change the mod. They did something like this before where they changed a fixed mod to work differently so I doubt they will create a seperate mod this time (although last time was still in CB so it got wiped later anyway).

I'm also not sure if changing any of the numeric values of CoE would fix it. So either hit Lowlife, which hurts non CoE-Lowlife as well or change the mod on CoE, which creates no legacy item.

When Ambush/Invasion came out Standard was pretty much a ghost town where only 3 types of people stayed: the fresh players introduced to PoE, the wealthy, and the people who could not put in the time for it. I am pretty sure the players in Ambush far exceeded those who played in Standard as released by GGG though I can't find it. But it's somewhere on the forums or announcements for rewards.
Might be because Ambush was fairly cool and the league defaulted to Ambush. But during the first challange league they said that still over 90% of players play Standard, although due to Ambush being kind of standard it could as well mean Hardcore vs Standard and not a certain challange league vs. Standard, since Standard kinda has a double-meaning here.

But considering trade-chat spam at least right now Standard is a few times as populated then Ambush except maybe for the first week, which is surprising, since I would except a lot of players to wait for the expension and not really play right now.

Initially (as you would expect) there were a lot of people in ambush and less in standard, but as the league progressed it balanced out. I think around halfway GGG said there were about the same number of people in standard and ambush. Standard is hardly the ghost town that people make it out to be. It is quite active, and remains active.

They are made up :P
I guess most people still believe that the possibility of some of those uniques being nerfed is still quite high, which seems reasonable. That doesn't necessarily mean that they will be nerfed in a way that actually generated legacy items.

I doubt that the people that actually own Mjölnirs will sell them because of this though :P

Tricky thing though is that if they really give Mjölnir an internal CD it would not even create a legacy unique (the same why there is no legacy Vertex just because it affected Auras at one point).

The Vertex was a straight up mistake. It was working in an unintended fashion right when it was released. Its not the same thing, I don't know why people think GGG is going to do real nerfs that work on all items when they clearly don't want to do that.
