Screen is zoomed in way too far, this isn't 1998 so...

... most people don't play on 640x480 resolution anymore.

Other than that I love this game though the interface and tooltips need a lot of work.

Its balanced very well actually. Further zoom out would give range too much of an advantage as you would be killing everything before it can even get close to you. It is supposed to feel restrictive, get used to it.

And what the hell does the year have to do with game balance anyway?

It took quite a while for me to get used to, especially after coming back from D3. However, playing a bow ranger, I think I would be a bit broken if I could see much further off screen.
I've been constantly fighting the FOV. By the time I can react to an enemy coming from the bottom or sides of the screen (both of us traveling towards each other), they're already nearly within melee range. Especially if they have a charging or jumping skill, because they start the attack while they're still a ways off of my screen. In that case, I see them for a split second before they impact my character. Only when I'm traveling upwards can I, as a ranged character, actually fight at range.

Maybe I got used to it when I was playing back in closed beta, or maybe I just forgot how bad it was. Or maybe there is a way to zoom out and I just forgot how.

You can zoom out a bit with the mouse wheel, but you cannot zoom our very far. It is limiting, but not too bad once you get used to it.
There is an expression I'm quite fond of: HTFU. Harden. The. Fuck. Up. And deal with it.
