They are intentionally trying to encourage you to buy the larger packs. I think the prices are completely reasonable considering they are purely aesthetic items. Only those who really care about their characters appearance will buy them, and those people are likely willing to spend the money. ALL game content is free-they have to make money somehow, eh?
