PoE could use Diablo 2's Teleport skill

Diablo 2 was a great game. One of the reasons why Diablo 2 was a great game, was because of how fast a character could roam around and attack/cast at incredible speeds. One of the most prominent aspects of this, was the skill "Teleport". This skill defined dueling in Diablo 2:LOD, and people became addicted to it. All I did on my sorceress was try to increase its cast rate and the damage of her Fireball ability. Eventually, I had a sorceress with the maximum cast speed possible for a sorceress, being 200%, and even went a step further and applied a .mpq mod called TMC.

TMC was a mod that increased the speed breakpoints on your character by changing local files on your computer. So essentially, I would run around challenging other top duelers with the same exact setup and have epic and totally badass duels spamming/maneuvering around casting Teleport and spamming/aiming/predicting with Fireballs at lightning speed. I believed this to be the epitome of an ARPG's ability to have fast-paced, skill-requiring PvP.

Another aspect about this was, that the skill Teleport was viable for every class with the help of a runeword named, Enigma. In dueling, Barbarians and Druids would do an action called, "tele-stomp" where they would teleport on top of another character and instantly cast Tornados or a Whirlwind; dealing incredible amounts of damage. Hammerdins did the same as well; however, top-tier hammerdin duelers simply relied on the Charge ability, which took a good amount of skill as well.

Phase Run is a good ability, but I believe end-game PVP could potentially be pretty badass with an upgrade to the Teleport skill gem. From viewing Kripparrian's stream, it sort of seems that PoE might be a very slow pace game in PvP. During one of the cutthroats, people were able to simply take off their Chest Piece and out-run every melee class, making duels last for an unnecessary long time. This is fine for low level PvP though, it's dirty fighting and hilarious at times. I'm just sitting here brainstorming ways to improve the game considering PvP; any feedback or personal opinions would be nice. :P

It was horribly overpowered. It made one item almost required in order to compete in pvp, which is very restrictive.

What exactly is being restricted? Teleport gave the most freedom possible in terms of mobility. If you want to have teleport and a different chest piece, then simply either use a Charged-skill amulet or a sorceress.

The whole spell also made it mandatory for everyone to get a sorc at season start so you can easily cheese your way to fat loot on hell mephisto.

Enigma on top of that opened the door for botters since its a dirt cheap method to get a boss kill in 10 seconds.

I hate having no choice if I want to compete. If I want to play a warrior class or anything else but a mage, I don`t want to feel like an ass because I`m left behind in the ladder race, just because I didn`t make a teleporting farmer.
I stopped playing D2 before enigmas became a thing but I still agree with the general idea that the speed of D2 is one of the things that make it the king of ARPGs.

Choice. In order to compete you had to have teleport, because teleport was op'd, and anyone who had it would win against anyone without it.
