do you realize what would happen though ?
in less than 30 days the 'power players' will get all tons of high level maps. afterwards, there will be no content for them besides finishing up to 100. then the SAME players will complain there is nothing to do but grind those last few levels of xp.
the endgame content is artificially bound/gated, true. it is the only reason high level maps are still endgame content in default and hardcore leagues.
otherwise, you end up with d3's paragon leveling and no real content. I'm sure this is the real reason GGG has not improved the mapping system yet. Mapping system and ladder resets are the only feasible things that keep people whove played the game for a while and know it all still in the game.

population has access to content. they just need to grind for it.
in D3 the initial inferno was supposed to be the endgame. problem was it was artificially bound by difficulty (and plagued by terrible item level drop system) most population couldn't progress. well, they nerfed it and then there was no content anymore.
in PoE you can grind lower level maps to get a pool of maps. you can progress, albeit slowly. wanting to have access to all content AT ONCE is not a good idea imo.
people like the OP who are flippers, bots and multiboxers will benefit from a system you propose first and foremost. whereas now people who have low currency stash have a more equal playing field with power players because of RNG. otherwise, you have a game where currency, easily obtainable by NOT playig the game is >>>>>>>>>> all. personally, I dont like that.
