Not on an always-on game.

And? Since there are many public groups at all areas of the game I would say the incentive/disincentives are working rather well.
I'm even seeing public HC map groups listed every evening, and I never saw that in the CB.
As it stands, yes there are some advantages to soloing... and thats not a good thing?
I'm honestly curious if you've looked at the names of those groups and the number of people in them. I know it's by no means a great sample size, but I check about once a day while I'm leveling characters and it's usually along the lines of "Kill X" or "Doing X quest" that have more than 1-3 people in them. These of course disband after said goal is accomplished. Now I'm not saying I have anything against people doing that. Far from it. But it's a good distance from people getting together and doing whole sections of content together. Not to mention there's usually not much more than a page of groups. Just some food for thought, and interested to know what you're seeing if it's different, especially by how much if so.

Let me sum up your valid claims/facts:
The loot system they intended for the game is too unfair because:
a. People get your loot because you have a shitty internet and can't afford real internet
&
b. It's too much work for a person to kill monsters AND pick up loot
Did I miss anything?
You missed a ton. When your ready to listen to people I'm sure you will learn more. The only question is if you can accept other people's opinions.

Me and a lot of others happen to like the "click loot fast" mode that the game started out with. It is reminiscent of D2. I don't get the same feeling that I get when I outclick someone on a good piece of loot, than when I need to be "considerate" and leave it for someone else. I only do that with "friends".
you do not understand right?
that is exactly the problem , while "friends" can overcome FFA system a public group of randoms cant'
so you are saying that with your friends you do not FFA but in public game you enjoy clickfest minigame? and you post it as a "good" point of FFA? guys seriously get some facts STRAIGHT for ONCE...
and by lot you mean a handful of clueless griefers? cause in the 800 pages thread i have YET to see a second valid PRO of FFA (the first only valid pro of ffa is the always PvP element aka "cut-throat")
I don't consider it a problem, simple. That is my opinion.
It seems you responded to the older version of my post. So the first past of your post is null since I added something while you were typing:
I only consider doing that with "friends" and even then it depends.
By a lot, I mean plenty. Just because you "obviously" have a grudge against those "griefers", you like to pretend that there aren't any people that like it as it is?

Also when playing in public groups it's rare that people will socialize. Most players will only say 'tp plz' and 'up'
I stand by my claim that the current loot system is detrimental to the social aspect of this game.

Actually, we do need them. My friends and I always play together, never with anyone else, and we have an absolute rule that we will only play games with fully allocated loot. We don't want to be constantly plagued with doubts about whether we're being too greedy or too generous. We don't want our friendships strained by hard feelings about who got what or who deserved what. There's enough of that sort of thing in real life. We quit playing D2 entirely because of its FFA loot, and we have refrained from playing PoE for the same reason. I gave up and departed the PoE forums months ago, but I can't resist coming back once in a while to see if GGG has budged on this issue. Because aside from this one (huge) flaw, it looks like a fabulous game.

I understand your concerns, but my friends and I manage fine, just with essentially adding a few ruled:
-We take it in turns to loot 6 socket items (whether it's blue or white or yellow, doesn't matter
-If nobody sees whose loot it was as it was off-screen, we split it (for example, if it's a chaos orb, I might pick it up, then give my friend 1 alch if it's just 2 of us)
-Scrolls are FFA. Maps are FFA. We give each other transmutation orbs and help each other out when opening maps.
So yes, the system is "fine" when playing with friends, but you do still need a few additional rules (obviously this is all totally irrelevant to those who actually enjoy the cut-throat loot system).

People don't like the rules of the game(how it was intended) and instead make their own rules. Says a lot about how many people feel about it.
Should these people leave the game if they don't like how it was intended?

Well those HC pseudo-elitists are too stupid to realize they are kicking themselves and devs in the balls every time they say things like that.
