There is a person that has almost the exact same rig as me that is experiencing issues, he actually has the better CPU. There is something that affects POE like it could be a windows 11 problem I use windows 10 home.

It could also be down to a hardware revision, like a Gigabyte Aorus Master 1.0 vs 1.1, or even a manufacturing defect, that could cause an issue with one and not the other. But if everyone is having an issue, just expect there to be a base level correction. If it's always been an issue with one and not the other, if the base game works without pushing content to it's limits, that is the minimum requirement. PoE has always been able to push current tech to the breaking point.
Yep there is a reason why this is unpopular opinion. When games that have much better graphics run in 60 FPS on my PC (Elden Ring, Cyberpunk 2077, Baldur's Gate III) and PoE can't hold stable 30 FPS there is a problem.
