On a more serious note: This item had only niche usecases to begin with, and might see a lot more use now. And no matter how much you condescend, it fits 100% in their "make uniques more interesting/exciting/powerful" goal...
Frankly the entire idea of leveling uniques in this game is absurd. Given the vast amount of both builds and uniques the chances of actually finding one that suits your build when you need it is close to zero. Given they intend to nerf unique drop rates it's going to be even lower going forward. Spending valuable early game currency on leveling uniques during leaguestart is something even average players won't do. They have no need for it and it would just come back to bite them later when the actual game starts. I guess bad players might end up doing it, hurting themselves, but well that's what makes them bad players.
You are right that it probably servers their goals well but honestly, their goals are misguided to begin with. For the average player that actually plays for at least a month during a league the leveling process is like 1% of his total time spend. 28 levels during the campaign is like what? Two hours? Utterly irrelevant.
Not to mention that, as you said, the item wasn't exactly high usage to begin with. It was on the level where invested players won't even see it drop. So why exactly was it necessary to complement a situational buff to a trash item with a nerf to counteract it? Even with just the buff it's not like that thing would see wide usage.
And it's the same with so many of those so called "buffs". They switched some stats around on uniques that were trash before and will be trash going forward because whatever they gained will barely counteract the losses on average, if at all. This whole unique revamp was a massive waste of time on GGGs end as far as i am concerned. They should have used that time to make acutally meaningful changes or fix some of the glaring issues this game has but no, let's rather play stat pinpong with a bunch of useless uniques. I mean they actually bothered buffing stats like "reflect damage to melee attackers", the most useless stat there is in the game and they actually wasted time on it in several cases.

Its twink gear, its supposed to help you make new character, nothing more, nothing less. GGG made many uniques usefull for that puprose. It doesnt matter how long you will use it as long as it will be good for you at some point. Such concept seems to be hard to grasp for you for some reason.

Guess you couldn't really comprehend my post so maybe try reading it again. I very well understand what their purpose was, i am saying that purpose is nonsense to begin with. Changing an item to make it slightly better in 1% of the cases and outright worse for 99% is neither a buff nor well invested dev time. It's just a waste. Nobody is going to give a shit about it in the grand scheme of things. It's like trashing your car to get a free train ticket for a day. Yeah, it's going to be useful for a short time but who in his right mind would do that?

And im saying you are wong. Uniques in PoE were never meant to be BiS for endgame and never will. Using your (dumb) example, you trash your care to get train ticket while waiting to get a new, better car.
If you are using Tabula, goldrim, wonderlust or any other leveling unique you are just hypocrite.

And here is the reason why you are wrong. You do not represent whole playerbase. I will gladly use BoR or Bitterdream for leveling. I like my Goldrim and Wonderlusts, i will pick them up. I like the changes, they are usefull.
