Using skills requires you to stand still. This is bad.

Is there not faster cast rate/increased attack speed mods in Path of Exile?? I have not played enough to see. If there is not then they should add them. I know I find the combat a bit on the slow side, mainly do to how slow the animations are in general.

There is but basic speed of most animations is way too slow. Also cast speed increase means shit when you just want to do it once while moving.

For better gameplay purpose, some spells should be able to be cast while moving, Or at least reduce the cast time to near instant.

I am thinking of phase run, but also defensive spells. When u are low on life and running away from an angry mob, you may want to cast that shield on you, but you definitely do not want to stop running for a whole second to do so.
Strictly opposing the idea OP proposed. How can you even played Diablo 1-2 back in the day (if ever did) its the best way to represent the old skool feel and way as how it is now.

We should not be able to cast while moving. Slow animations are just another issue to argue in this thread.

The only skills that allows you to attack and move in D2 is WW and Charge.Very few ARPGs allow movement while attacking unless it's part of the attack.It's not an FPS or Space invaders.If you could attack and move with any skil you'd never get hit.If you note with WW you have slower movement and Charge you are locked into forward motion so there has to be a compromise in have such an ability.

Only very few spells seem to really be concerned by this. Why not simply make those passives.

Active mana cost (per second): 4

Gradually turns you ethereal over 2 sec, giving you movespeed up to 20% and +%dmg up to 40%. Resets on hit.

Other such skills are just as easily translated.
Unless an ability is powerful, and standing still is used as a way to limit it's power (spells like Firestorm), then the majority of abilities in the game should be able to be used on the move.

This is simply not true or desirable. An ability should be castable on the move only if it requires little to no animation to do so, otherwise it breaks the immersion completely.
I disagree completely. You can only do one thing at a time. I don't think any moves should be able to be cast on the move.
That is part of the reason to improve things like cast speed,since you can move faster after a cast.
