The game has such a low rating because it got review bombed on Steam (and metacritic) by europeans whose servers are completely overloaded with people, so they have massive issues with matchmaking and long server queues. This really sucks, but has nothing to do with the quality of the games itself, only the service provider.
Despite these massive issues, they refuse to stop playing the game. People leave computers running early morning, start the game remotely from work to avoid queues just to play this "terrible game" with mixed reviews. It still has over 1 million concurent players on Steam (not counting Russia, Japan, and additional 200k+ players in Korea), which is absolutely insane for any game, not to mention an MMO (which, contrary to what some may think, are rather niche). I understand new game hype, but there is no way so many people would struggle through so much friction on a daily basis just to play a "hyped" game that they dont enjoy. New World had many issues on launch, and its playerbase dropped like a rock very quickly despite being buy to play (which means players are more invested), because the game itself was simply lacking in many aspects, even ignoring technical issues.
So why wasn't PoE review bombed? The Archenemesis league start was the first in years to go smoothly. Last league (or the one before that), we had the streamer queue desaster. So why was PoE not review bombed?

And let's not forget that, for a time, Path of Exile dropped down to mixed on Steam as well. Or that Lost Ark has orders of magnitudes more players on at once than PoE has ever had.
It was review bombed and dropped to mixed, I even remember seeing that. But overtime people calmed down and changed their reviews, so it's not mixed anymore. Once (if) EU problems become solved, I expect the same happen to LA.
EDIT: extra proof: https://www.reddit.com/r/pathofexile/comments/oxnnh4/path_of_exile_has_hit_the_rating_mixed_on_recent/.
However, this was a review bomb due to poor league reception. When queues happened in PoE, the issues lasted for the first couple of days of launch (which has peak online for PoE) in prime hours, not more than 2 weeks with queues starting in the morning and ending at midnight like in EU LA servers.

And yet, here you are, posting hundreds of negative posts in PoE forums, almost daily. About a game that, supposedly, "doesn't respect your time".
Irony of this seems to escape you, don't it?

You don't like PoE.
You don't like the direction PoE team is taking.
You have so much fun in all those other games, including those you haven't played at all.
You wrote about that at least several hundred times in the last few months.
So, when are you (finally) leaving, so you can rescue what's left of your precious time?

This seems oddly personal, so I do hope posting that was therapeutic for you in some way.
I find it disingenuous at best, that any negative commentary or constructive criticisms, get approached with hostility or "just leave" sentiments. It defeats the entire purpose of what a forum actually means.
I have been playing PoE just shy of a decade now. 10 fucking years. I'm not going to be talked down to for simply having an opinion on the game and its current state. I'm not some noob that just dropped in. I've played thousands of hours and supported GGG with thousands of dollars, at a time when they really needed it.
So yes, this may be a shock to you, but I play other games... *GASP!
And making a few posts a day, at most, is hardly stalking the forums. I dont hide my profile, anyone can see it. It's not even that many tbh. (1.44 a day, I mean cmon)
I played Scourge for a couple weeks because I had time. This league there was too much else going on. It's a simple as that. PoE is nt getting my attention right now.

Meh. I still find it hard to believe that "most" people like the game outside of the fresh league gimmick each quarter. The numbers and feedback seem to support that, which again, just reflects on the core game itself imo.
Yeah, I don't know about 'most' people wither, but I'm not really speaking for them. Don't get me wrong here, I very much appreciate the fresh economy, ladder reset and influx of players every three months, but do I need the new league mechanic to stay interested? No.

I was just surprised, sort of, that you liked the same old core game, but that's ok. Personally I've had a much better time in Lost Ark, Horizon FW, and Elden Ring in a few days. And that's ok too. PoE just doesn't respect my time anymore, and it's not fun to me. I don't like the direction the team is taking the game. Who knows when that might change again, if ever.
If I didn't like the core game, no league would probably be enough to drag me back. I don't like the core Diablo 3 game, so no matter what content they would add in a "ladder/season", it wouldn't be enough. In PoE, a game where you know can tailor your own experience, and add the mechanics you want to add, I struggle to see how someone could call the game "bloated", while at the same time "require" even more mechanics to stay interested.
But PoE is a game. A game that 'most' people do not play. It's not God's gift to humanity, so it's quite fine that people do not like it. There's plenty of fish in the sea, so to speak, as you've already touched upon.
Bring me some coffee and I'll bring you a smile.

those who argue in favour of acts show they dont understand smart game design.
I do, this is why I can teach you a thing or two.
Good game design is not judged by the initial playercount on a league start but rather by whats left at the end where everything is known and done.
If you have at this point some players left who do it out of fun and not because they are bored lifeless husks who think acts are cool this is great.
Because you know, fun stuff draws players to it by nature.
Another thing is gambling addiction.
A good chunk of the playerbase has evolved it in this game, intermittent rewards are PERFEKT to stimulate this kind of behavior.
The next big drop, the first exalt, ohh how good it feels to get that shiny loot doesnt it?
And this is why I think this game is actually garbage and feeds on addictive behavior, the gameplay is flat and repetetive, the rewards are just the carrot on the stick, no story worth mentioning, endgame is more bloated than the german bundestag and at the end of the day, after you red all this I expect all of you to quit the game!

158k - peak online at league start
90k - 24h peak online today
~68k players has left already
so let me tell why this is happening:
1. unskippable campaign that nobody gives a s..t about and developers are still making it more obnoxious by increasing monsters hp and damage, this patch it was act 2, i mean i was not playing on meta skill and while doing act 2 i was shaking my had with question: has anyone even playtested this s..t?
2. character animations are ten years old. gender lock. how can developers buffing self-casting skills if character animations are complete garbage and needed to be reworked like 5 years ago? also there is no option to disable screeming of a character when he/she casts something, and this gets old very fast. disabling event voicelines and putting dialogue volume to 0 isn't working
3. heavy reliance on farming/trading for character development, horrible trading experience. unreliable crafting, currency scarcity. why would i "earn currency" in the game if I "earn currency" in Real Life already, and when i came home and want to escape this grim reality, you want me to "earn currency" in your f... videogame? ssf is not playable either because currency is too rare and crafting is too random, this mode should had completely different drop rates
4. 3.15 nerf to support gems was a disaster that still impacts the game. it made the game very difficult and it was a big hit to build diversity. players want to experiment with builds and make them to endgame without spending 300h per character. the game is directed towards no-lifers/streamers/rmtrs
5. again garbo league mechanic that needs micromanagement: picking up the parts, inventory, recipes, selection, srpeadshits... why the f... player can't just go near it like abyss and it automatically picks random recipes and the fight begins??? no, players need to stand there selecting, while some mobs are wrecking them meanwhile
there is a huge demand for a good ARPG and I don't know why developers are so proud about their peak numbers, it's just 1 day peak, sustain is terrible, and why is this an achivement anyway? what is 270k players if there is a demand for a good arpg among MILLIONS of players
developers need to reconsider their phylosophies because this game will be so dead when diablo 4 comes out
hahahaahahahaa

As everyone knows PoE was much harder in the olden days.
When there was instant leech.
When there were ancient orbs.
When it took much more xp to level up to 100. Wait...
When there was an increased quantity support gem and quantity could roll on every slot. Later players were compensated by increased drop rates of trash uniques and ever more diluted uniques pool.
When monsters had as much as 400% less health, pre 3.0
Ffs, go to poe wiki and take a look at the patch history of most useful uniques and you will see whether player power has risen or not.
Take a look at what happened to ascendancies.
Wonder where hat the horse and the rider gone and whether the ability to dupe bases and maps have followed them.
Take a look at what happened to support gems.
Take a look at what happened to influence mods, temple mods and delve mods.
Check the fate of synthesis and harvest.
Think about whether there was a nerf to headhunter or not.
Check the history of atlas passives.
Check the history of normal passives on the tree.
Inquire about the past glory of cluster jewels.
Check the new hot map and rare monster mods.
Defend the unique identity of bjorning tar ground.
Dig into the case of awakened gems mysteriously falling asleep.
Be proud of having alternate lack of quality.
Now your irl glass of vodka gains more charges than your bottle of faith.
Build more ever more defensive with the exciting changes to gladiator and dodge.
Perform middle ages style blood letting on yourself in order to purge the rage of having your flask turned placebo so mr streamer can enjoy their mageblood. I mean, don't let me be mean, just run 500+ maps daily for a week or two and you can have one, too. All the while having such fun, no?
Take a guess whether the new passive atlas tree will turn bonzai in 3.18
Or don't, can't stop you from being a mushroom, living in the dark and getting fed balance manifesto pr speak.
Now i'm off to take my blood pressure meds.

It's as simple as people's expectations; Also, a small group of angry people from a 150k people launch on steam do much less damage to a review that's several years old against a bigger group of angry people from a 1.5m people on a review that's just a couple of days old. Also, again, Poe is on Steam and has a standalone client. 3.15 review bomb of Poe on steam was just a handful of negative points, and there were a whole lot of angry people about the nerfs.

MASSIVE +1
POE2 should be the ruthless vision experience and POE1 should be the zoom power fantasy sandbox to capture both audiences.
I petition to return all the fun stuff that was removed or nerfed over the years back into POE1.
