Mindless Aggression seems like it could be the cheapest Witch one. It does not really grant stats that could not be obtained on rare jewels except for 10% minion movement speed, and most Necromancer builds will need to take it to get to Unnatural Strength and / or Bone Barrier anyway.

Other cheap options are things like Heartstopper and Arcane Blessing.
