Was harvest over nerfed?

Yes and No.

No, in that it gave everyone relatively easy access to what were once mirror tier items, which definitely wasn't meant to be. Super rare stuff needs to be super rare.

Yes, in that the usefulness of harvest was nerfed for the average player who didn't sit in discord trading harvest crafts to work on their mirror tier items.

Personally, I just didn't want to bother with discord trading and just bought the stuff other people were making, so I indirectly benefited from the high end harvest trading. I don't miss that. I won't be able to obtain crazy stuff like that again this league, but that's fine. What I do miss is being able to sit in harvest crafting useful stuff with the harvest rolls I was getting. I carved out a niche last league rolling up life/crit-multi jewels. Harvest chaos spam jewels until I got something close to great, then finish them off with the other harvest rolls... lucky mod rerolls, harvest exalts, ect. It was fun, profitable, and accessible crafting for everyone. THAT is what should have been kept IMO.

The ideal harvest nerf would have been to limit the number of times harvest rolls could be used on an item. If that were paired with a change to let you itemize harvest rolls (ie, turn the harvest roll into currency, like itemizing beasts, temples, ect) then the harvest mechanic would have been awesome and not game breaking. The limit-per-item could be adjusted to dial in the nerf. The right limit would let you have good odds of fixing an item with a missing mod or poorly rolled mod, but wouldn't let you craft a mirror tier item from the ground up. The higher the limit, the more mirror tier items will be dumped into the economy though, so it just has to be managed and adjusted properly.

The worst thing about nerfed harvest is that cluster jewels are now ridiculously rare and expensive. Considering that a lot of builds require specific cluster jewels, this hurts a lot.

Pretty much this.

No clue why Harvest was nerfed in ways that hurt the least-pro players.

They were using it to make passable items, not mirror tier or even end-game tier.
It shouldn't have been changed.

It doesn't. Havrest helped the lessor players and that angered the people who are in the .01% and the people who have simply given up on ever having more than 10ex in a league. All the middle class people loved it.
