To open this many boxes you would need to ignore the guards, to be happy with results you would have to survive, and considering the overall "balance" of enemies I guess your build is in like top 5-10%.
The point is it wasn't impossible, it was just not meant for 90% of players and this should qualify it to be called bad.

Right now, as I said this league is just ledge map with flavor and more loot. The only way I can see that would make it unique again is to let heist layouts branch a lot. Think of azurite mine with expected alert level + required skills assigned to path to each loot node, with maybe cleaner presentation like incursion, but with more irregular room layout.
Adding new mechanics isn't easy. I am all for implementing a new mechanic for guards, but for now, killing is better for poe than not killing in poe

Heist had 2 components, balancing alert level and being able to survive the escape.

Now both of those are fkd.

They should have managed issues differently.
The problem is, you need an absolutely different vision of how you design a level if you want a more complex stealth system.

They had three choices. Either let people run around with guards chasing them with a Benny Hill theme playing in the background, remove the alert per kill entirely or completely redesign all the maps.

I think it's more than clear why they chose the second option. The first one is ridiculous, caused server strain and AI issues, and the third one would be immensely expensive.

People with high lvl gear were already looting all the chests with guards running around, GGG only smoothed the curve to get there. I do agree they still need to rebalance the alert system, but for now this will do.

Mate, have you been in high tier heists? It's not a la-la land where you are running around, opening chests and nothing is happening, like in acts heists. If you don't choose your fights, You'll die. A lot. Yes, you can return back to heist after dying, but at some point, you will just say "Screw that" and leave that loot.

And seeing you are playing hardcore, you'll be the first one on reddit screaming "tone down the damage".

You only have 1 heist character who is using a tabula. Get back to us once you make a pure defense character with no offensive ability outside of crowd control
agree 100% league is useless now, they need to rename it also to "Standard 2" because its not a heist. Its literally just a side area like Vaal areas that add little to the game.
Raising alert when you killed things made no sense design-wise nor did it make logical sense.

If you instantly assassinate a guard, how the flying fuck does it make sense to raise alert from that?

As opposed to catching the attention of the entire building's guards, having them chase you around the room... this doesn't raise alert?

And now back to poe: summoners were absolutely fucked by this mechanic. And then there was the optimal strategy: have your npc unlock while you kite everything around the room. At some point op needs to admit that this was a stupid way to play the game.

You are fightning in a room making all sorts of noise and your assuming no one can hear you kill the guard. Interesting.
