Cobalt is not a rare earth element, and it's not relevant to them in any way.
No country in Africa currently produces rare earths (sure to change in the future).
The final stages of rare earths processing are currently done exclusively in China, regardless of source (in the process of changing).
So...yeah.

Over 80% of the world neodymium (very important in magnets) is mined in China.
China mines the vast majority of the world's so called "rare earth metals," and does so in possibly the most environmentally destructive way, basically washing them out with a river and polluting an entire water system. Even outside of china, many (for example) african mining operations are funded by china.
Remember the Yhangtze river dolphin? The first megafauna (and an entirely distinct genetic division) to go extinct after like 50 years? Guess how most of it's habitat was polluted and destroyed.

China isn't rich on rare earth, in general. Many African countries and Russia beat it by a great margin.
But, China is definitely very rich on a couple of certain metals, widely used in various industries, hence of a great importance in the modern world.
And yes, CN annihilates its environment mining the shit out of it.
