Name a ARPG better than PoE

Grim Dawn is better. GD has more interesting mechanics, character development, itemization and gameplay for my taste. But i guess the zoom zoom gameplay of poe appeals more to masses these days.

To be fair there is not a single ARPG that has more endgame content then PoE.
Massive atlas, plenty of bosses, delves, incursions, syndicate etc.
Its just that people complete it so fast now when they got hundreds of hours of experiance. Not to mention the game is zoom-zoom fast and people generally are lazy and play the popular Op builds.

Some things might be questionable in quality and certain bosses are massive stop gaps for certain builds. Which is a problem.
But overall map progression shouldn't be a major issue. Unless the build is flawed.

About the acts. You have to understand new acts are also made to intresst new players and get back old people.
Not to mention all that act material will no doubt be integrated as maps in endgame.
This means new settings, monsters, bosses etc..
So in a way endgame will see change.

Last Epoch has the potential to be the better PoE for old school PoE fans. Might take another year or two tho. Other than that, there's nothing. Grim Dawn is great in its own regard but it's not really super comparable to PoE.

The future open world Nioh MMO. Will probably be on par with whatever PoE is when it's finally made.
