Lag spike on Washington and Texas server

I am on the east coast and having the same issues as people are saying here. I have verizon fios. I am outside of Philly. The five people in my WoW guild play this and we are all having the same issues (New Jersey, Delaware. Four Verizon Fios and One Comcast).

Delve is unplayable right now due to rubber banding and screen stopping. Latency is usually 10 ms and just SPIKES crazy. Last weekend it was only maps that had this issue. Now its anywhere. We mainly use Washington server. This started for us when 3.11.1 dropped.

Let me know what info we can send. I doubt its on our end with all these different ISPs being added to the list.
It was good earlier today but in the evening, 10PM Eastern time, both Washington and Texas servers would lag, sometimes to a few-second freeze. Decided to quit my last T16 map rather then risking 10% death penalty.
Does anyone affected have a linux box of some kind on which they can get the output of this command for me?

mtr -P 6112 -T 66.242.12.150

I hope that I'm doing this right. Haha.

While running a map on a problematic server:

After left running for some additional time:
https://pastebin.com/iWiejAhA

IP Address of problematic instance was 173.233.154.186

Result of 'mtr -P 6112 -T 173.233.154.186':
https://pastebin.com/Sww2Mybf

Instance was only laggy while actively attacking monsters.

Thanks
The datacenter has changed carriers. Have you guys noticed any difference?
well in my case I play on toronto now, and it a little bit higher ms than washinton (less than texas) but constant :D so no lag spike which greatly help :) I really appreciate all the effort :D
I did a few maps before bed on the Washington DC server, and it seemed to be OK. Better than it's been in a few days.

Annoyingly, I think this problem is only showing up with TCP traffic (which the game uses). WinMTR doesn't show this due to it using ICMP.

I'm putting pressure on our server host to look into this. I'm also exploring other options if they don't find a way to fix this.

I made another post to try and get people to specifically post where they are, what realm and provider they are using and 2 people commented on it but they are on European realms and not USA.

On the other post I made asking for people to post details they are reporting issues in European realms and Sao Paolo also and it's not just on PC.
