No, that is a strawman. What do you mean by the word "meant"?

TLDR.

Free to play is a marketing gimmick and microtransactions models as a revenue model is in fact very lucrative for the industry. I would say it is a deceptive payment model where they replace the previously upfront cost of game for the anticipation of a higher payment of long term nickel and dime approach for their services.

so do extra tabs allow you to win in races ?

other than that you don't win anything in this game, so how is anything even being talked about P2W.

you get no grand prize at the end of the league for being the best. if you can't afford it (more tabs) and don't like it then play something else that you can enjoy. it's just that simple

No, don't compromise. Path of Exile is F2P no matter how many tabs you "have to buy to be effective".

1) Is F2P a garbage/predatory business model? Irrelevant in this discussion.
2) Is PoE P2W? Irrelevant in this discussion.
3) Is marketing itself as "totally free" misleading? Irrelevant in this discussion.

No matter if some people answer yes to all three of those questions, PoE is still "free to play". No, PoE is not free. Or freeware. Or shareware.
