[3.12 Video Guide] Vortex Cold Snap DoT [HC/SC/Uber Elder/Shaper viable]

Hey guys, I have a couple of questions about the gems.
First, is there a reason we use Bonechill with Cold Snap instead of Vortex? Second, Wouldn't Elemental Focus stop Vortex from chilling or freezing enemies? | |
" Bonechill works as a debuff for stronger enemies. You only use cold snap on stronger mobs or those out of reach of the vortex. Vortex doesn't need to chill or freeze because it kills almost every monster before you would notice the freeze/chill anyway. So we want to max the initial DOT hit to kill as quick as possible. That's another reason we use those supports in vortex instead of bonechill. | |

Question: I see alot of people using non CI high block versions of this and using EB with shavronne's wrappings. Can someone please explain why they are using EB - isn't this reducing eHP significantly ? I thought you use EB with MoM .
