Let me challenge your idea.
I play PoE entirely from RAMDISK and I occasionally experience the same thing as described.
In my book, that means there is at least one cause unrelated to local disk access speed.
Unless the assets are physically downloaded from remote server,but in that case, that is just a plain bad design (~not the case).

What i would like is "Disable skill effect sounds" as per my observation, my sound card is unable to keep up with the effects.
Whenever I brick my sound (ingame "No sound card detected") the game performance goes up.
When i mute the sounds, it does not have the same effect as bricking my audio, so seems like there is still some sound processing even when muted.

Some of the MTX skill effects are annyoing and disable could help.

PS: i don't think the engine can handle the different effect processing server side :)
