I agree with this logic, but I also find myself disagreeing with it. Major penalties upon death are something that HC players choose to live with. The players that chose Default just want to play the game without having to worry about losing their progress when they mess up. It's more for the casual crowd.

At level 30, 15% is like 1 big group of mobs. At level 70, 15% is like 45 minutes to an hour. If the game was easier on Default than it was on HC, then the death penalty might be ok, but it's not. Dying and losing progress is something for the HC crowd, not the Default crowd.
