Yeap worse items do drop. Thus why i stand by the idea you can turn all of these keys that you want and chances are pretty grim you will see any of the good stuff. PRetty much if you have your eyes on one of the GG uniques save your Exalts and sell everything that isn't bolted to the ground.. And even then they will be out of reach for most. Luckily i dont give a shit about having the broken versions of items. Feels better to me when i complete content with gear that makes it harder to get things done.

the reason why the key drops are rare because they dont want everyone to shoot their wad too soon and be bored with the league two weeks in. the carrot has to be persistent, otherwise the carrot is devalued easily. especially since the carrot has been observed by most players before and is literally not anything new.
A lot already shot their wad 3 days in cos of how boring white Leaguestones are...

So lets flood every league possible with broken items. Making them rare sure isn't any way of limiting the availability, no.

Standard's already a broken league, and legacy league itself is broken just by sheer virtue of Vinktar legacy existing. There's no reason to limit things just because. Who cares, the league is about having fun with wacky ass shit that shouldn't exist, so why would you make things so ultra rare?
The reliquary keys drops are clearly weighted anyways, and we all know how everyone hates RNG on top of RNG.
