Easily, BV is capped at 20 hits per second. It's just the current meta build because it's quite straightforward and deals a ton of damage.

Sure, there are a lot of things broken with it, they only made it worse in 2.4 and will nerf it in next patch clear as day, so I advise having some fun with it while you can.

Ok so Math > ALL

Blade vortex level 20 avg damage 200
Any other spell avg damage 1000

blade vortex stacks x20 = 4000 damage

1000 damage standing in place
vs
4000 damage floating around you

Looking at vid BV clars bosses 3-4x times faster facetanking

Thats just wrong.

All other skills are capped with one flask charge per skill activation. Do you know many builds that activate their skill 20 times a second? I dont.

All Spells count only one Crit per Cast.

Its the same on BV, exept that you can carry around "20 Casts" so 20 Crits per second.

Maybe you got confused with Volls Protector, thats a different wording than all the other "on crit" Mods in the game.

Except you are wrong, Blade Vortex rolls for crit per blade per rotation (which is 1 second).
Which means with a base duration of 5 seconds a single blade will roll for crit 5 times during it's life and will have the potential of making a critical strike 5 times on an enemy.
During the course of 5 seconds a 20 stack of blade vortex will roll for crit 100 times versus a single target, good luck getting even 1/4th of that on any other skill.

So a single blade without any increased duration will roll 5 times for a critical strike, from a single cast and can recharge your flasks, meanwhile other spells roll once per action for critical strike (I said action not cast because of spell echo).
