There seems to be a pretty easy solution to all this, which will also have the benefit of making other portions of the Pathfinder tree more appealing. Change Master Surgeon to "10% chance for Flasks to gain a Charge when you deal a Critical Strike with an attack" That way Veteran Bowyer will become more appealing to caster Pathfinders.
