Then we still have the problem that people can use starting gems.
Not really, it's just same as picking 5 white gear and sell them off to vendor. Then again, a scroll of wisdom cost 10 gems? It doesn't worth the effort at all. Furthermore, who really want to trade for scrolls of wisdom anyway? Maybe 1 newbie out of 100 because that newbie tends to identify each and every item he came across?
Oh I thought you meant for every gem = 1 scroll of wisdom because you said:
"A level 1 requirement gems will always get you a scroll of wisdom for example"
Actually it doesn't matter that much. Even if 1 gem = 1 scroll of wisdom, still no big deal. If doesn't affect the economy at all. To bring the notch up a bit. Who would even want to even trade in Transmutation Orb at all? That's 2 level above Scroll of Wisdom. If the gold farmer are able to farm that much scrolls of wisdom, there is no market demand for it.
Furthermore, it's very easy to monitor for it. A account with 1000 scrolls of wisdom or more? Confirm bot, and ban straight. The problem with other MMO is hard to identify gold farmer from legitimate player as there is no clear distinction between them. A gold farmer would have millions of gold. Yet a regular player could have accumulated such wealth as well. But in POE, no legitimate player would accumulate 1000 scrolls of wisdom. Not to mention that 1000 scrolls takes up 25 grid of stash space. Which player would do such stupid thing?

Well, you can trade scroll of wisdoms for transmutations and transmutations for alliterations and so on up to sourcing/regret orbs in act 3. Once you have enough scrolls farmed, you can easily get those better orbs and those are worth alot on the market. You often see people trading their high tier orbs for many of the lower tier ones. I wouldn't underestimate that.

Yea you were using bulk of wisdom scrolls as a way to measure if someone is botting or not. That 1000 wisdom scrolls would would take up X amount of space where that amount of space is so rediculously large that any person with a logical brain would understand that space is 1000x more useful being used in another way.
Its just my brain is tormented from programming. The best system is the system with 0 flaws and no possible way of error. Having a system where you could potentially have a user who can stockpile wisdom scrolls cuz maybe the decide they look cool and want to be a collector. Then you mass ban accounts without further dection, like maybe you can use the pathfinding algorithms in the game to find common behavior in movement and the ones with 1000 wisdom scrolls + common behavior = detectable bot. Where as.... What a bout mister "wisdom scroll collector" Seems hes getting banned.

And if Mr Wisdom Scroll Collector really does intend to do so, he can always write an email to request for unban. Then POE can start to investigate further. Anyway, I see no point in further discuss with you on this issue anymore.

Technically, yes, it can be done. The same goes for where the gold farmer to kill monster and pick up every single loot drop out there and sell them all to vendor. But POE are not stopping that. So in other words, they already factor in the accumulation rate vs time investment. Furthermore, 1 gem = 1 scroll is just an example. The main point is to take the Gem Starting Level Requirement into consideration instead of the Current Gem Level. With that in mind, we no longer need to bother with whether it's from Quest Reward or Monster Drop where level 1 Gem will net you close to nothing.

How about 1 scroll fragment like you would sell scrap if you have lvl 1 requirement items? Then the starting gems are nothing worth at all. :)

Yeah, it's possible, but selling more gems together with higher level (here means higher starting level requirement for the gem) should give some extra reward. Otherwise level 1 gem = white gear. Which I think is a bit too low for gem. Then again, it's a balance issue if we come to that point.

Yes, I think so too. :)
